It really looked to me like that Jones wasn't down when Ramsey hit him. Sure he was vulnerable and it was helmet to helmet, but the other eagle who had jones wrapped up appeared to be between jones and the ground when the hit occurred. I didn't hear a whistle stopping forward progress.
